Position Overview:
Monterey Consultants is seeking a motivated Capture Associate to participate in a 12-week hands-on training program focused on business development and pre-award capture strategy in the government contracting space. This entry- to mid-level opportunity is ideal for transitioning service members with a strong interest in federal, state, or local procurement and a passion for research, writing, and competitive strategy.
Participants will gain direct experience supporting capture managers, proposal teams, and subject matter experts while learning how to position organizations for upcoming contract opportunities. The program culminates in a final capture presentation reviewed by industry professionals.
Learning Objectives:
- Define the capture management lifecycle and its role in government contracting.
- Differentiate between pre-solicitation, solicitation, and award phases of the procurement process.
- Identify and track contract opportunities using platforms like SAM.gov, BidNet, and agency-specific portals.
- Develop and maintain a real-world business development (BD) pipeline.
- Conduct market research and SWOT analysis for effective positioning.
- Analyze solicitation documents and extract compliance and evaluation criteria.
- Draft capability statements, teaming documents, and outreach messaging.
- Use AI tools (e.g., ChatGPT) to support capture content creation and research tasks.
- Develop go/no-go decision memos with supporting rationale.
- Contribute to technical proposal content, compliance matrices, and mock reviews.
- Present a comprehensive capture strategy and receive feedback from mentors.
Ideal Candidate Profile:
- Interest or experience in procurement, contracts, business development, marketing, or public sector consulting.
- Strong written and verbal communication skills.
- Ability to work independently, with initiative and reliability.
- Comfortable using or learning AI tools (e.g., ChatGPT, custom GPTs).
- Proficient in MS Office (especially MS Word).
- Willingness to learn government procurement rules and compliance structures.
- Prior experience in acquisitions, logistics, or program management a plus.
